The State of Puntland was established by Colonel Abdullahi Yusuf Ahmed on 23rd of July in 1998 under the impressions of the once more flaring up civil war in Somalia. Obviously Colonel Ahmed wanted to keep out a Somali state from the chaos of the in clan wars disintegrating Somalia and continue its traditions. This was supported by the fact that Puntland initially used all the national emblems of Somalia and called itself "Puntland - State of Somalia". Puntland is a presidial republic and has an own parliament and an own senate. During the year 2004 there was a conciliation with the government of Somalia and Puntland restricted itself in demands for autonomy towards the Somali government in Mogadishu. The escape of the Somali government under the strikes of the troops of the radical-islamic "Union of Islamic Courts" in the year 2005 made other facts. Since the Somali government had regained a certain sphere of influence through the intervention of Ethiopian troops since 2007, the reunification of Puntland with Somalia could have become topical again. In 2012, however, the State of Galmudug became a federal constituent state of the newly proclaimed Federal Republic of Somalia; before that, it belonged to an alliance with Puntland. This considerably clouded the relations between Puntland and Somalia.

The name "Puntland" comes from the name of the legendary land of Punt, with which ancient Egypt and the Roman Empire conducted a flourishing trade.
